PENDAHULUAN
I. 1 LATAR BELAKANG
Dalam perencanaan pembangunan, data kependudukan memegang peran yang penting. Makin lengkap dan akurat data kependudukan yang tersedia makin mudah dan tepat rencana pembangunan itu dibuat. Seperti diketahui bahwa semua prencanaan pembangunan harus ditunjang dengan informasi tentang jumlah penduduk, persebaran dan susunannya menurut berbagai kelompok umur yang relevan dalam perencanaan tersebut.
Selain itu, untuk memenuhi kebutuhan data penduduk pada masa yang akan datang perlu dibuat proyeksi jumlah penduduk. Proyeksi jumlah penduduk bukan merupakan ramalan jumlah penduduk untuk masa yang akan datang, tetapi suatu perhitungan ilmiah yang didasarkan asumsi dari komponen – komponen laju pertumbuhan penduduk yaitu kelahiran, kematian, dan migrasi penduduk. Ketiga komponen inilah yang menentukan besarnya jumlah penduduk dan struktur penduduk untuk masa yang akan datang.
I. 2. PERUMUSAN MASALAH
Kota Tegal adalah kota yang memiliki luas wilayah ± 39,68 km2 dan menurut Survei Penduduk antar Sensus (SUPAS) 2005 penduduk Kota Tegal pada tahun 2005 sebanyak 245.324 jiwa. Kota Tegal adalah satu daerah otonom yang terletak di belahan barat propinsi Jawa Tengah, menempati di antara 109º08’ sampai 109º10’ garis Bujur Timur dan 6º50’ sampai 6º53’ garis Lintang Selatan. Kota Tegal dapat dikatakan sangat strategis karena terletak dipertigaan jalur kota besar yaitu Yogyakarta – Tegal – Jakarta dan Semarang – Tegal – Jakarta. Oleh karena itu, pertumbuhan penduduk Kota Tegal semakin meningkat dari tahun ke tahun. Sehingga kita perlu mengetahui jumlah penduduk lima belas tahun yang akan datang dengan periode lima tahunan. Untuk itu, diperlukan data – data dasar, yaitu jumlah penduduk Kota Tegal menurut kelompok umur dan jenis kelamin (Survei Penduduk Antar Sensus 2005), rasio jenis kelamin kelahiran tahun 2000, tingkat fertilitas / angka kelahiran menurut umur (ASBRi / Age Spesific Birth Rate) tahun 2000 propinsi Jawa Tengah.

Barack Hussein Obama II (pronounced /bəˈrɑːk hʊˈseɪn oʊˈbɑːmə/; born August 4, 1961) is the President-elect of the United States and the junior United States Senator from Illinois.[1][2][3] Obama is the first African American to be elected President of the United States.[4]
He is a graduate of Columbia College of Columbia University and Harvard Law School, where he was president of the Harvard Law Review.[5] Obama worked as a community organizer and practiced as a civil rights attorney before serving three terms in the Illinois Senate from 1997 to 2004. He taught constitutional law at the University of Chicago Law School from 1992 to 2004. Following an unsuccessful bid for a seat in the U.S. House of Representatives in 2000, he announced his campaign for the U.S. Senate in January 2003, won a primary victory in March 2004, and was elected to the Senate in November 2004. Obama delivered the keynote address at the Democratic National Convention in July 2004.
As a member of the Democratic minority in the 109th Congress, he helped create legislation to control conventional weapons and to promote greater public accountability in the use of federal funds. He also made official trips to Eastern Europe, the Middle East, and Africa. During the 110th Congress, he helped create legislation regarding lobbying and electoral fraud, climate change, nuclear terrorism, and care for returned U.S. military personnel.
On February 10, 2007, he announced his candidacy for President of the United States, and on June 3, 2008, he was named the presumptive nominee of the Democratic Party after a 17-month-long primary campaign. He became the President-elect after defeating Republican presidential candidate John McCain in the general election on November 4, 2008, and is due to be sworn in as President of the United States on January 20, 2009.
